The exact reasons why Microsoft has allowed this for decades is unknown but the fact that it still exists and works is good enough for me
There are 2 methods of usage:

Some people on the internet say that this software has a trojan which leads me to the conclusion that they may have been abused as a child and are now seeking attention/approval from any and every source.
Common sense says that any anti virus will flag it as a trojan because it uses command line and behaves like a trojan. There is no other way to achieve the end result of Windows OS and Office activating. You do have the option of talking to your computer nicely and bring it a blood sacrifice however you will achieve nothing by doing that.
Some people have been using this for decades without issues plus the fact that Microsoft Support staff tell you to use this method as it is much quicker.
I take it that you are fully grown adult therefore you have the option, you have a choice plus I have used it my self with success and no ill effects.
If you would like to discuss this further then just reply to this post.
